SP2, Office 2003, Outlook Junk Email Filter fail to install

Update for Office 2003 (KB907417)
Office 2003 Service Pack 2
Update for Outlook Junk Email Filter 2003 (KB936643)

The above fail to install while other updates install without any problem.
Other fixes list within the help files do not remedy the problem or the
system selections are already in line with what has been suggested.
