SP2 popup blocker

I turned off the pop up blocker, but my java program loads a window briefly
then dissappears. The pop up blocker icon below indicates it was NOT
blocked, but it none the less goes away.

If you hold down the Ctrl key it will pop up

It will come up if you hold the <CTRL> continuously, but is there anyway to
not have to do this each time?
