SP2 refuses to download

Each time I click on "Install" I get one of two messages: The selected update
was not installed because you chose to skip the selected update" or "The
selected update was not installed because you failed to sign the user
agreement", or something to those effects. This message pops up almost
immediately after I have clicked on "Install", and I am not given the option
of signing a user agreement or "skipping" the selected update.
I was able to install the Microsoft Office update regarding the security
issue with .jpeg files this morning without any difficulty.
Automatic updates is turned on, but SP2 does not download/install.
