SP2 update using full MS installer 0xC0000005

Installs seemingly correctly, but still get 0xC0000005 errors trying
to open Control Panel apps and IE. WindowsUpdate history shows
installation succeeded yesterday - the one I had to back out because
of the same problem. Looked in MS knowledge base for the error code
but could find nothing relevent.
Does anyone know what 0xC0000005 means?

Evidently not. I tried again this morning - same problem - even SP2
Notepad gives the initialisation error.
