After SP2 was installed, the system booted up nomally. The strange part is I
guess the 9 were part of the SP2 install and could not be installed until
after a reboot since all I have in the Add/Remove is Windows XP SP2. There
were 5 additional hot fixes that I installed in Safe Mode. I do not have any
of those as individual hot fixes either. I can't be sure if any of them were
for video.
DELL recommends upgrading the BIOS prior to installing SP2, so I guess I'll
go that route next. If that fails that I guess I remove SP2 and try again,
making sure I do a backup after each stage.
