SP2 won't install on recovered WinXP

Had SP2 on before but now will not run the installation. Get error code
0x8007054F. SP2 Setup error. The file c:\windows\system32\winspool.drv is
open or in use by another application. Close all applications. Click Retry.
I have tried five times.
