SP3/Google Toolbar disappears

I installed SP3 into a brand new clean install of XP SP2 and the install went
fine. IE 7 however removes the Google toolbar after reboot and will not turn
on add-ons after restarted as instructed by IE7. Any suggestions to resolve
this buggy software would be appreciated.

Did you install IE7 before or after SP3?
