SP3 won't allow boot

My dad installed SP3 on his Sony Vaio, which has an intel CPU, and now it
won't allow him into XP, Safe Mode, or a command prompt. He lives out of
state so I've tried to walk him through possible solutions, but no success.
I've read, all over the internet, various issues resulting from installing
SP3 but not my dad's issue. He doesn't get endless reboots. He can hit F8,
but it brings up a boot device menu instead of the alternate startup menu.
When he selects his hard drive as the boot device, it brings up the alternate
startup menu. I had him select Safe Mode, and it just loops that startup menu
again.

I've read that an intel driver maybe causing the issue. If thats the case
with his PC, how can he logon to Windows and/or a command prompt?? I would
have him uninstall SP3, but he can't make it far enough to uninstall it.

I would love to hear from anyone who has ideas of how to fix this.

Dad's best option:

Free unlimited installation and compatibility support is available for
Windows XP, but only for Service Pack 3 (SP3), until 14 Apr-09. Chat and
e-mail support is available only in the United States and Canada. Go to
http://support.microsoft.com/oas/def...spx?gprid=1173 | select "Windows
XP" then select "Windows XP Service Pack 3"
