SP3 won't fully install

Everytime I try to install SP3, it says my computer must restart for it to
take effect. My computer then logs off, shuts down, and tries to restart, but
everytime it gets to the windows loading screen with the black background and
the window's logo, it restarts again, and again, and again, and so on. Why
does this happen, and how can I fix it?
