Unless you've been monkeying around, the installer for SP3 has already
downloaded, Tim. Try installing SP3 (per the above) manually via
http://windowsupdate.microsoft.com.
PS: MS was offering free support for SP3 installation issues for over a year
but that ship has sailed now.
