Glad I could be helpful. Unfortunately neither Messenger nor any of these other resources
generally use the Windows locale -- they use whatever you've entered in your Live Profile (as
already mentioned) or just your IP.
I apologize if I missed this, but are you actually located in Argentina (or any other Spanish
speaking country for that matter) right now? If so, this is why a lot of these web-based
things are showing you Spanish. I'm not sure which screen you're seeing in the case of
Office, but I suspect it's using this method to present you with what it thinks is the
correct language for you.
As for the Today page, in some locales' versions, there is a 'Edit City' option within the
Today page you can use to switch to somewhere else. Just as an example, it should be there
in the Canadian and UK locales, but it isn't there in the Australian one.
