Try Vistalizator. Makes it possible to change the parent language in
non-Ultimate versions of Vista.

My Vista Home computer, bought in the US, is now running Spanish for my
wife who prefers Spanish. It's a bit complicated to set up, but its
free! You download the Spanish language pack, MUI. Then convert it
from exe to cab with a program that comes in the Vistalizator download,
then open Vistalizator and install the new language pack and "Change
Parent Language." Some complications with Windows Update, but there is
a workaround explained on the website. Screenshots: 'Vistalizator -
