Simply say: "start listening". Speech recognition will respond to you. You
can say "What can I say" to get the things that speech recognition will
respond to. Also you can say "How do I" + a question to get speech
recognition to invoke Windows Help to get you an answer. Speech recognition
starts at boot. You may also start it with Start, All Programs, Accessories,
Ease of Access, Windows Speech Recognition.

This looks quite straightforward and should help:

You get speech recognition to listen to you saying 'start listening'. If you
don't want it to listen then you say 'stop listening.'

In speech recognition click the help and type 'commands' into the search
box. In the list that appears click on the 'common command in speech
recognition' link. You will now be show a list of the common commands. You
might like to print them out for further reference.
