I suppose this is nitpicking but it seems that updates are now installing to
my root C: instead of in the windows folder where they used to install. This
is cluttering the root will long apha numeric folders and makes it more
difficult when I'm searching primary folders for other stuff. Is there a
setting or switch I can use to change this behavior? I would like to
uninstall and reinstall the existing updates so they're out of sight and mind.

Those are temporary directories. Boot into safe mode and erase them if your
computer is up to date.
