Here are some tips:

But don't expect any wonders. I have a Dell with a Q6600 and was also
quite disappointed about the speed. But after all, it is only a 2.4 GHz
processor and Vista as well as many programs do not make good use of the
4 cores.
I am now going to install Windows7 and an SSD on it. Will see how that
goes. On my duo core HP, the SSD made a big difference.

only scores a 7.4 on the WEI though I used to have Vista business 64 and it
was also extremely fast. opening programs is like changing channels it is
that fast!

I got a 30% speed improvement by paying Dell $130 for their tech support to
manually remove a virus that got through my Norton 360, and to give my
laptop a tune-up. I watched the tech guy removing lots of files in places I
didn't know existed. I think some of the files were in a win32
subdirectory.
