Standard account problems

Hello! Perhaps someone can help me with my problem:

I have a standard account for my children. It seems this account cannot access most programs. And I don't understand why.

I have parental controls for this account - off.
They can open: Power Point and One Note.

But they cannot open: Word, Excel.

I recently downloaded Open Office.org. I put it in a public folder. They can't open this either. However, this program, I was able to do a right click, and select 'open as administrator' and this worked!

But this is self defeating. I want them to be able to open this without my password.

And this right click trick worked for Open Office, but not for Word and Excel.
