Standard User Files Write access - Standard practice

Hi,

I am working on a software that is installed by a user account having
"administrative" rights. However, Standard user cannot use that
software as standard user doesnt have 'Modify' access on files (inis,
cfgs... etc) created by administrator account. Can someone please let
me know what is the "standard" practice for making standard user able
to edit files created by another account.
