I recently created a Standard User account.
I'm unable to open msconfig.exe - I don't have sufficient privileges - but
yet
I'm able to run regedit.exe and make changes to the registry.

What can or can't a Standard User account do in Vista Basic?

Here is a link that outlines tasks a standard user has permissions for.
