The delay is there because of software firewalls not completely starting after being in
suspend, and simply just re-obtaining an IP when you've lost your IP lease takes time. I
don't think anyone's patched this and certainly it's not a setting you can set.
With Vista making Standby the standard "shut down" button, I guess this will become more of
an issue...
