How to start browser when a URL is selected (anywhere)

I have a little tool on my linux (gentoo) desktop that causes this
phenomena:

If I highlight or select a URL type string with the mouse a small
popup dialog opens offering to open the URL with a list of varius
browsers I have installed. I can click from this list, whichever one
I want to open the url with.

How can I get that kind of behavior in Vista Home Premium.

For example, if when using a telnet or ssh terminal to a remote
machine, I select or highlight a URL in a text file on the remote, I
want a popup to offer to open that URL with whatever browsers I have
installed.

Anyone seen or heard of something that would allow that kind of thing?
