start.exe

I was wondering if start.exe is part of windows. I did a google search and
it said start.exe might be a spyware program. I ran performance information
and tools and it says start.exe is causing windows to shut down slowly. I am
wondering if I can remove this program. It is located in C:/Windows

As far as I know, "start.exe" is not a part of Windows Vista.
