Start Menu bug

Does anyone know which system file holds the information to change the
shutdown/lock button size? I have no idea how it happened.

Something has probably increased the DPI (dots per inch) of your display
settings.
Control Panel, Personalization, , see 'Tasks' pane. "Change Font size (DPI)"
