start menu doesn't start apps

If I click on an icon in the start menu nothing happens (was working before).
This the same for the apps at the top or the history at the bottom. If I
drill down to the same app in All Programs the app starts fine.

Can anyone suggest how to fix the start menu?

I have got the same problem with the Dutch Win Vista Home Premium SP1.
Who can help us???

I found that if I delete the icon on the start menu and create a new shortcut
on the desktop and drag it to the start menu the icon will start the
application. so this meshes with the idea that some start menu items have
been compromised.
