Start Menu inaccessible

Vista Home Premium

Recently I tried to access and modify some entries in Start Menu. On
clicking on the Start menu folder in Explorer, I get
"C:\Users\Public\Start Menu in not accessible. Access is denied."
I have 7 folders under 'Users' and each of these folders has a Start
Menu folder within it. All of these Start Menu folders give the same
error. How do I modify Start Menu?
