Start menu items disappear after reboot

Every time I restart my system all of the "entries" in the start button
revert to default (i.e. Welcome Center, WMP, WDVDM, etc.). If I put the
system to sleep this doesn't happen.

The account I'm logging in with is an administrator. I do not have any
clean-up proceses running at reboot/shutdown. As a whole I am able to
graceful shutdowns/reboots when needed.

My desktop icons remain, so it's not fully destroying my profile, so I'm not
really sure what's going on. Any help would be appreciated.
