The first thing I would want to know while troubleshooting this problem
is if completely disconnecting the hub from your computer and booting
when not connected to a network fixes the problem. Since the problem
started when you got this hub, and since power cycling the hub and
system seem to work around the problem, I highly suspect that the hub
has something to do with it. Give that a shot, and let us know the
results. I'll help you in any way I can.
If disconnecting the hub entirely fixes the problem, I'd run a full
diagnostic on the system (from the F12 menu) and if nothing network
related throws an error (with the hub disconnected) I'd call up your
ISP and let them know what's going on.
