StartUp folder on desktop is created???

A StartUp folder is created on the Desktop when I added a short-cut icon
in the StartUp area. I relocated all short-cut icons which are located
above the "Programs" in the classic view, and the StartUp folder on the
Desktop dissappeared. Then I restored the icons but the StartUp folder
did not came back.

The StartUP folder is not always created when a short-cut icon is added
in that area. I wonder at what instance the StartUp folder is created.
Could anyone help?
