Startup repair won't work

Hi Guys,

Just to put a long story short, I installed a programme and wasn't
impressed with it so I uninstalled and it required restarting my
computer. Then the fun starts.

Computer won't boot into windows so I presume the programme damaged
some files and I try to boot via my installation disk. I change the bios
options to boot from the DVD drive and it loads the disk but instead of
giving me options it goes straight to the repair files attempts to
repair for about twenty minutes then says it can't repair the disks.

I tried this couple of times but it just keeps going to the repair
wizard and I left it repairing all last night but still won't boot.

Is there anyway of getting into the command prompt maybe a scandisk
might fix the problems.
I can't get as far as a system restore as this might fix them problem

and Last case scenario I would do a full install if it cam to this but
would prefer not to wipe everything.

Can you boot into safe mode

Nope, safe mode starts but then stops loading after a couple of
seconds.

Its a DELL M150 laptop and I've tried the installed partition as well
to try to load from but just keep starting the repair with out repairing
