Starup error msg: CmFmtMsg not found in cmutil.dll

My son's computer gets the error message at startup "there is a procedure
entry point CmFmtMsg that could not be found in the dynamic linc library
cmutil.dll"

Is there any way to resolve this?

His computer is not online, so any solution requiring a download would have
to be downloaded from another computer and transferred to his.

First, try replacing the file from the Windows XP CD :

How to expand Windows XP files from the installation disk
http://support.microsoft.com/kb/888017

You *may* have to run sfc /scannow to replace damaged/corrupted system
files : http://www.updatexp.com/scannow-sfc.html
You may be prompted to insert the Windows XP CD when doing so. Have one
on hand just in case.
