First, try replacing the file from the Windows XP CD :

You *may* have to run sfc /scannow to replace damaged/corrupted system
files :
http://www.updatexp.com/scannow-sfc.html
You may be prompted to insert the Windows XP CD when doing so. Have one
on hand just in case.
