steering wheel disconnected

I was trying to follow a link with CTRL + in a word 2003 HTML document and this
is what I got..

"This operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator."

There is no sys admin. Just me. So how do I get this to work ?
