Sounds like time for you to manually download SP2 and install it offline.

Considering what you wrote about tinkering with the sub-system, you may have
problems installing SP2 even after the download. The likely easy fix is to
do a "Repair" install of XP, or to use "sfc /scannow" to replace basic
files. If you aren't familiar with either of those, post back and I'm sure
someone will assist.
