I still can't get BITS started

I know I've had a lot of help but..no matter what I try I still getthe
message...A system error has occurred error 126 The specified module could
not be found.
I also got a message loadlibrary (qmgr.dll) failed the specified module
could not be found. I also do not have the downloader folder, is that the
cause? I have downloaded the program called fix windows update but it didn't
work either, do you have any more answers for me?
