Still have a shut down issues with Windows Mail

I'm still trying to find a solution to the restarting of windows mail after
it shuts down.
Can anyone help?

I'm using One Care.
So it shouldn't have any conflict issues.

For some people, Windows Mail exhibits hard to fix bugs.
If you find yourself in that situation, I recommend upgrading
to Windows Live Mail:
