STILL non-installing updates

WHAT HAS GONE BEFORE>>>>

I posted a problem about non-installing Critical Updates KB837009 and
KB823559. I would install them, and the next day they would show up again as
needing to be downloaded.

The first response I got pointed me to a "fix" that was only designed for
WinXP Home or Pro - not for Win98-SE, which I am currently running on htis
machine. The fix involved editing the registry - and the paths described in
the fix are not similar to the paths existing in Win98-SE.

I posted again, and got some more advice - which did not work, precisely.
The advice was to download the files to my Hard Drive, kill my A/V program,
and then install. The procedure did not work. I DID find that if I went to
Add/Remove Programs utility and removed a prior (apparent) installation of
KB823559, I could now successfully install the new download. However,
attempts to install KB837009 keep returning an error message telling me the
update can not be installed unless I first install "Outlook Express 6.0
Service Pack 1."

I don't use Outlook Express, although it is installed on my machine. I use
Outlook 2000 - SP 3.

So, where do I go from here? My attempts to locate the "Outlook Express 6.0
Service Pack 1" have proved to be fruitless.

If I remember correctly OE 6 sp1 comes with the IE sp1 package so my question
is what is your version of your internet explorer?

Second Note: I went to the MS site and found MSIE 6 Installation;
downloaded and attempted to install. Got warning that "Most recent version
is already installed. It is recommended that you exit without installing."

Version# on my Outlook Express is same as that on the MSIE ... that is,
6.0.2800.1106

On my computer OE #####. 1123
The 823559 was installed july 12 2003 so that old,837009 dates april 15th 2004
I have 4 ie installed updates between the two. So it could be that one of
those is not installed and 837009 has problems.
BUT !!!
I found out that 837009 has different versions HA.. HA..
one IS available for OE 6
I would download this one and try it out.
It says for win xp but it may work.

addendum

...and if tried these updates through the windows update site, you may want
to try downloading the sp1 package here and try it too.

The problem with win update site is that the updates don't get registered
properly so they seem not to be installed. You must be using the v4 update
site try to empty the windowsupdate and the wutemp folders.( keep a backup)
