Depends on the UPS software, but the easy answer is to use a simple command
line to initiate the shutdown.
shutdown -t 0 -s
will start the shutdown in zero seconds and will fully shutdown and not
restart. Tell your UPS software to use that instead of what it's currently
doing, and you should be OK. You can also add a "-f" switch to it to force a
shutdown if something is holding it up. But that does have the potential to
lose data. Of course, running out of electrons will tend to lose data as
well.
