stop selecting by hovering

This is probably a basic question, but I'm a complete newbie. If my pointer
hovers over anything, the computer responds as if I have selected the item.
How do I stop this? I want to select something only if I click on it.

Open control panel, click on mouse, click on pointer options. There you
can configure your mouse as you like it.

If you can't be kind, at least have the decency to be vague.

The operation the OP complained of cannot be controlled by the mouse
settings in CP on my laptop. I know of others who are trying to find a
solution to this. Totally irritating feature.

Yes, you are right. I overlooked mentioning the "Ease of Access"
settings that will make a mouse do this. Click search, type "ease", and
click on ease of access. Here you will find mouse options for the
disabled. If the problem is deeper than this, perhaps a driver issue?
