No, the point of secure logon is different to his query. See here for

When using the domain syle logon, you can set security policy to not display
the last user that signed in, but when using the welcome screen style logon,
you get all users displayed. This is annoying if you have made accounts
solely for making shares, for remote desktop users, or when you have test
accounts, like the OP has here.
