KB 836960 describes this situation as occurring from the use of Zone Alarm
firewall. I don't have Zone Alarm firewall software installed. I searched
KB articles and can't find any other articles describing this same problem.

I have the same problem. ZoneAlarm is off. I tried typing in the
description of the problem for a different answer, but it says there are no
answers matching. It's been stopping like this for several days now, and I'm
very frustrated.
