I don't think you could successfully have Storage folders (the ones where
you keep stuff that isn't synchronized with a server somewhere) anywhere
other than in your Message store. However, you *can* specify the location of
the Message store at Tools > Options > Advanced > Maintenance > Store folder
(confusing nomenclature again* - they might sort it out by RTM, but I'm not
holding my breath). Mine is a folder called My Mail alongside My Pictures
etc. on my Documents drive.

within that folder, whereas the settings dialogue mentioned above calls it
Store folder, not to be confused with Storage folders, which were once
called Local folders and which also live in the message store called Store
folder in a folder called "On this com a1b" or some other abbreviation of
"On this computer", which was Storage folders' maiden name.
