Given they've been able to fish out this data on some police requests in the past (although
details were never given exactly), I'm pretty sure some of the data is stored.
If you open up your main Messenger window, press the Alt key on the keyboard to open up the
menu bar, choose Help and then Terms of Service, the exact terms should come up. Sadly, you
can't link to it directly.
It doesn't specifically say (that I can see), but it does say this:
Personal information collected through the service may be stored and processed in the United
States or any other country in which Microsoft or its affiliates, subsidiaries or agents
maintain facilities. By using the service, you consent to any such transfer of information
outside of your country.
Any official answers regarding this usually just point to this TOS.
