I don't think that situation is possible.
Windows Mail, included with Vista, does not place an msi file into the hidden protected 'Windows LiveInstaller' folder noted in the
link posted earlier. The msi file for WLM is 12,733 kb.
You cannot force the WLM msi file to be downloaded. It is placed in the LiveInstaller folder by downloading the stand-alone Windows
Live Installer and choosing the option to install WLM(during the install process, the msi is downloaded to the LiveInstaller
folder, once complete it is used to install WLM)
