storing hotfix info in Windows registry

hello

What criteria are used to store hotfixes in these 2 registry hives?

HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Hotfix
HKLM\SOFTWARE\Microsoft\Updates

Is the former the default in earlier Windows such as NT, and getting used
less and less often?

To obtain the definitive list of hotfixes for opsys and products, is the
latter the correct place? Not to mention the Uninstall folders in %windir%
