Stuttering TV picture & sound

My TV viewing is badly affected when I am simultaneously working with either
IE7 or Windows Explorer - especially when several windows are open and I am
re-sizing them or scrolling. The picture and sound both stop for a few
seconds. CPU usage is around 30% and Memory around 60%.
My PC has a Core2Duo 1.8Ghz processor (and 2GB RAM), which I thought would
overcome any such problems. Am I wrong - and what would improve the situation?
