1. Stop the Automatic Updates service:
Start > Run > (type in) services.msc > [OK]
Double-click Automatic Updates > Click on Stop
(Stopping the service will take a moment)
2. Delete the contents of the Download folder:
Start > Run > (type in) %windir%\SoftwareDistribution > [OK]
Open the Download folder and delete its contents
Close the window.
3. Run Windows Update manually and "hide" KB890830: Click View available
updates | Right-click on the update you wish to hide (i.e., KB890830) |
Click 'Hide Update' | Confirm the UAC (User Account Control) if appropriate.

4. Start the Automatic Updates service:
Start > Run > (type in) services.msc > [OK]
Double-click Automatic Updates > Click on Start
(Starting the service will take a moment)
If AU continues to offer the Malicious Software Removal Tool (MSRT) and it
still fails to install (run), let me know.
NB: An updated version of the MSRT is released every month. Hiding KB890830
now will NOT have the affect of hiding the updated version MS is planning to
release on 10 Mar-09.
Comment: Part of the current problem could be that the version of the MSRT
released on 10 Feb-09 was replaced by a newer version on 12 Feb-09. Since
you've managed to download/run the 12 Feb-09 version manually, I wouldn't
worry about it.

[1] FYI: To restore/unhide updates in Vista: Start | Control Panel | System
And Maintenance (If you are using Classic View, skip this step) | Windows
Update | Restore Hidden Updates | Find and select the update you wish to
install | Restore. You can now reselect it and install through the normal
process.
