Is there any version of Sun's java showing in Add/Remove Programs ?
The will be listed as J2SE Runtime Environment 1.x.x Update x
If any are, uninstall them.
Then go here
http://java.sun.com/javase/downloads/index.jsp
and click the Download button next to Java Runtime Environment (JRE) 5.0
Update 9
Put a mark next Agree to license
Download the Windows Offline installation package and SAVE it, do not
run it.
Close the browser and then install it.
NOTE: Checking for the download just now brought up a message that the
server is down for maintenance. Knowing how Sun operates, there may be a
newer version of the JRE when it comes back up with no explanation as to
why. YMMV
