Sun JRE 1.5.0_09 update always fails

I did a repair install of XP Pro using an autostreamed CD of SP2.
After resolving Windows Installer 3.1v2 file access errors and installing
all security updates and upgrading to IE 7, I can no longer perform an update
of Sun's JRE.

Any error message dialog window when I download the latest JRE via IE 7 is
closing before i can see them.
I can't run any Java apps on my computer any more.

Firefox did display a update fails with -203 message when i tried updating
the JRE using it.

Any suggestions?

Is there any version of Sun's java showing in Add/Remove Programs ?
The will be listed as J2SE Runtime Environment 1.x.x Update x
If any are, uninstall them.
Then go here http://java.sun.com/javase/downloads/index.jsp
and click the Download button next to Java Runtime Environment (JRE) 5.0
Update 9
Put a mark next Agree to license
Download the Windows Offline installation package and SAVE it, do not
run it.
Close the browser and then install it.

NOTE: Checking for the download just now brought up a message that the
server is down for maintenance. Knowing how Sun operates, there may be a
newer version of the JRE when it comes back up with no explanation as to
why. YMMV
