Suppose there is a file containing a song sung by a singer and instruments
playing. What utility could remove the singer that is singing so that only
the instruments playing remain?

Unless you have access to a pre-mixed version will all the original
tracks, there is no way. They are not maintained as separate items in any
consumer products I know of. Sort of like mixing a drink, once you mix it,
separating it out again is very very difficult and the result is seldom of
high quality.
