SUS Client reboot Problem

Hello,

we have here 450 computers (W2K and WXP). The settings for the au are
set by a GPO. The users have no admin-rights on the local machine.
The SUS server works fine. The updates are installed fine.
But the strange thing is that on some machines the computer is
automatically rebootet and on other machines there is no reboot.
And as i said no users has admin rights.
Does anyone have any idea why?

Configure Automatic Updates Enabled
Configure automatic updating: 4 - Auto download and schedule the install
The following settings are only required
and applicable if 4 is selected.
Scheduled install day: 0 - Every day
Scheduled install time: 12:00
Policy Setting
No auto-restart for scheduled Automatic Updates installations Enabled
Reschedule Automatic Updates scheduled installations Enabled
Wait after system startup(minutes): 60
Policy Setting
Specify intranet Microsoft update service location Enabled
Set the intranet update service for detecting updates: http://server
Set the intranet statistics server: http://server

I have identical settings in my sus gpo. What I've seen is that if a
non-admin user is logged in, they have no choice. It is rebooted in 5
minutes. An admin can click no to the reboot prompt. If NO user is logged
in, it is rebooted after the countdown, bad when this happens on a server,
and maybe that is what you are seeing. I can't find a good mix of settings.
I don't want people to have admin accounts, and I want them to be updated
automatically and have those updates installed automatically, and upon a
reboot of their choice have those updates applied, but I don't see those
settings existing right now in SUS.
