The first place to look would be your logs. What does the
SUS Server log tell you at the synchronization time?
There is a 20% variation in the total time, so that the
computers can pseudo-randomly patch their systems and
decrease the total bandwidth requirement. Otherwise, once
a certain time was reached, all machines would within a
few seconds start installing a needed patch and could
bottleneck the network.
Please check that log, and the log of the individual
Windows Update.log on a few of the client machines, and
reply back.
