Switching ISP and no longer RA connection

This happened for my "regular" RA partner(help recepient). The problem
symptom is that the RA connection process stops after I accept the RA
request or the requester does not see any furter prompt to respond to.
The old and the new ISPs' types of connection, etc are as follows:

Old ISP:
ADSL,vendor supplied modem, non-PPPoE, and Router/Hub-Linksys BEFSR41

New ISP:
FTTH, vendor supplied modem, PPPoE, and Router/Hub-Web Caster V110

The telecom company providing the communication infla is the same for
both ISPs.

My partner has installed on 32bit version of WXP(Pro), Windows Messenger
5.1(5.1.0706) and WML Version 2008(Build 8.5.1302.1018) and runs WML for RA.
I have installed on 32bit version of VISTA(Ultimate), WLM version
8.1(Build 8.1.0178.00).

I have received a couple of responses from the ISP upon my enquiries but
none lead to solution.

For experimental purpose I let my RA partner switch the messenger from
WLM to Windows Messenger, then there was no problem of RA connection.

I wonder what part of the new ISP system is causing this problem. Could
anyone shed light on this?

I am suspecting that the ISP's server includes packet filtering which is
blocking packets from WLM during RA connection process. Since the
blocking does not happen when Windows Messenger is used, is the identity
of the packet by WLM different from that by Windows Messenger?
