If I am going to use ActiveSync to sync with my Exchange 2003 server, do I
need to install ActiveSync on it or should I just be able to enter the
settings to do so and go? Thanks!

No installation of activesync on the server is necessary and is probably not
recommended. Once exchange is setup all you have to do is enter the info
and you're good to go.

So do I need to worry about setting up the partnership then through the
server the way one would do on a regular computer?

No, when you setup your device to sync using exchange serversync you can
setup everything from the device as long as you have a way of connecting
with the server. So for a device with wifi, cellular and even bluetooth all
you need to do is enter in the address for the exchange server, check the
items you want (mail, contacts, calendar), supply your network
username/password and sometimes domain and that should be it. Of course if
you want to sync files, notes, favorites and other things you will have to
install activesync on your desktop. If you want to use activesync on the
desktop you can setup that and server sync at the same time through
activesync on the desktop.
